This rentcharge thing is something I've not come across before but, from the links I gave earlier, is not related to renting a property in the way we normally understand it. Also, it seems to be irrelevant as, according to the legislation, no new rentcharges can be created since 1977.
A leasehold property is where you purchase the property for a specific number of years and pay ground rent, i.e. you acquire a chargeable interest in the property. This is not the same as a long rental.
One of the problems of understanding all this is that the same or similar words have different meanings, e.g. lease and leasehold; rent and rentcharge. The other problem is that the whole manual is written in a very ambiguous manner for the lay person to comprehend.
